Additional Property Attributes

The City completed a limited Phase II ESA in the adjoining public right-of-way as the property owner would not grant site access. Four soil borings were completed and six soil samples were collected, two from Range 1 and four from Range 2, and two groundwater samples were collected. Range 1 soils were analyzed for total extractable hydrocarbons (TEHs), volatile organic compounds (VOCs), and RCRA metals. Although compounds were detected above laboratory reporting limits, no values were greater than the Statewide Standards. Range 2 soils were analyzed for TEHs, benzene, toluene, ethyl benzene, xylenes (BTEX), and VOCs. Similar to the Range 1 soil results, compounds in Range 2 soils were detected above laboratory reporting limits, but no values were greater than the Statewide Standards. Groundwater was analyzed for TEHs, RCRA metals, and VOCs. No TEH constituents were detected in the groundwater samples, but lead and benzene were each identified in one groundwater sample at a level exceeding the associated Statewide Standard for a protected groundwater source. None of the remaining detected RCRA metal or VOC constituents were above the Statewide Standards. Based on the results of the data collected during the Limited Phase II ESA and the county wide ordinance prohibiting the installation of drinking water wells, no impact was revealed from the sampling completed. The City purchased the site on July 12, 2010 and began demolition activities on December 7, 2011. City officials announced on February 9 (http://wcfcourier.com/news/local/govt-and-politics/apartments-planned-at-former-grand-hotel-site-in-downtown-waterloo/article_0e5b12d8-91d2-5055-b45a-5be28463f506.html) they are in the process of signing a development agreement with a local developer to construct a 9 million mixed-use project on the site. The project will feature a 4-story, 70-unit apartment building and future commercial development.

Former Use: Property has contained commercial and industrial development. Industrial usage includes a manufacturing company in 1906 and a manufacturing company from 1942-1958. The site was a hotel from 1968 until its demolition.
