Additional Property Attributes

The subject site is located within a mixed commercial and light industrial setting at the intersection of West Phelps Street and North Boonville Avenue. The property includes one developed parcel. This parcel includes a 0.14-acre tract of land improved with a single-story structure currently used to store furniture. The Phase I ESA identified adjoining property to the south as a Recognized Environmental Condition (REC) based on previous industrial operations and ongoing investigations under the Missouri Voluntary Cleanup Program. More specifically, these operations reportedly included a foundry, coal and ammonia storage facilities, printing facilities, and occupancy by a chemical company for approximately 30 years. The Phase I ESA assessment did not report RECs directly related to the 503 N. Boonville listing. The south-adjoining property is currently being addressed under the Missouri Voluntary Cleanup Program. Related investigations beyond Phelps Street and onto the subject site are not anticipated. Visual survey identified roofing material, ceiling and floor tiles, drywall and joint compound as suspect ACMs contained within the building, not released to the environment. Asbestos removal recommended if redevelopment or demolition occurs. (AML, 10/27/2009).

Former Use: Land use records indicate initial development of the subject site and surrounding properties prior to 1884. Historical tenants include retail businesses, mattress and broom manufacturers, a refrigeration company, and a treatment center.

Update February 2023: The estimated redevelopment cost is approximate $30,000, which would leverage 2 new jobs when completed.

[2024-1-4 Update] Per the 7-31-2020 Phase I Report, potential RECs are ACM, LBP and PCBs. The RECs and concerns should be addressed prior to redevelopment and/or renovation. If future plans for the site buildings include renovation/demolition activities, then an asbestos and a LBP inspection should be completed. Future demolition or renovation of building materials determined to contain ACM and LBP (including abatement and disposal activities) should be conducted in accordance with applicable local, state, and federal regulations. The electrical ballasts located throughout the site buildings possibly contain PCBs. Prior to changing/removing the ballasts, they should be inspected to determine if PCBs are present and then disposed of properly.
