Additional Property Attributes

The subject property is occupied by 13 empty concrete grain silos located southeast of the intersection of Robberson Avenue and Phelps Street in downtown Springfield. Soil sampling conducted at the Site in October 2002 indicated impact from insecticides to the subject property slightly above the Missouri Department of Natural Resources action levels in place at the time. The subject property was subsequently entered into the voluntary cleanup program and further investigation indicated the contamination was unlikely to leach to groundwater. A no further action letter was issued by MDNR in February 2003. The 2008 Phase I included a visual asbestos inspection as an additional scope of work item, and did not identify any suspect asbestos containing materials at the site. The subject property was part of the Frank B. Smith Laundry Company drycleaners plant for an unknown period of time between 1910 and 1950. The potential exists for environmental impacts caused by this previous use to be present at the subject property. A Phase II was recommended for this property. The Phase II found lead, arsenic and selenium concentrations in the soil samples exceeding the applicable Missouri Risk-Based Corrective Action MRBCA Default Target Levels DTLs however, they were below their respective residential Risk-Based Target Levels RBTLs. These levels could be attributed to naturally occurring sources or non-point sources from the commercial development of the area. This investigation did not identify evidence of environmental impact from the previous uses of the site and no additional investigation was recommended. Lafser and Associates performed lead and asbestos surveys for the property, which identified lead-based paint on the silos. These were part of the Phase II assessment. The 2009 Phase I was performed in accordance with AAI provisions prior to the purchase of the property by Missouri State University. No recognized environmental conditions were identified for the subject property during this assessment and no further investigations were required. The property is part of the future IDEA Commons project for Missouri State University.

Former Use: This property was utilized by the Missouri Farmers Association MFA for grain storage from approximately 1955 to 2000. The site was vacant from approximately 1950 to 1954. Historical information indicates the southern portion of the Site contained a warehouse utilized by the Frank. B. Smith Laundry Company, a dry cleaning plant located on the adjacent property to the south. Prior to approximately 1910, the Site was historically utilized as residential property.
