Additional Property Attributes

The subject property is vacant land located southeast of the intersection of Boonville Avenue and Phelps Street in downtown Springfield. The 2008 Phase I identified the following REC: Electrical transformers known to contain polychlorinated biphenyls, PCBs, were previously located on the Missouri Farmers Association MFA property of which the subject property is a part. These transformers were removed from the Site by MFA, Inc. and may have been located in or near the small electrical substation on the east portion of the subject property. However, based on limited information available regarding these transformers, their exact location is not known at this time. The former presence of these transformers may have adversely environmentally impacted the site. A visual survey for suspect asbestos containing materials was also included as an additional scope of work item to this Phase I. Based on the REC, additional soil and groundwater sampling was recommended to determine if any impact occurred due to the former presence of PCB-containing transformers. No suspect ACMs were identified at the site. A records review was performed for the site, and according to Mr. Ken Witt of MFA, Inc. there were five electrical transformers previously located at the site inside a fenced area next to the elevator on the west side. These transformers were tested and determined that they contained 2 ppm, 3 ppm, 45 ppm, and the other two contained 13 ppm PCBs. These transformers were removed from the subject property in September or October of 2002. City Utilities of Springfield destroyed the transformers in November of 2002. The 2009 Phase I update was performed in accordance with AAI provisions prior to Missouri State University's purchase of the property. No recognized environmental conditions or ACMs were identified during the assessment for the site. So list no contaminants. This property is part of the future IDEA Commons for Missouri State University. Specific development plans are still being discussed for the site, but could include expansion of the nearby Jordan Creek greenspace or new development.

Former Use: This property has been associated with the grain operation facility located on the adjacent property to the north since approximately 1957. Prior to that time, many commercial businesses, including restaurants, clothing stores, a saloon, grocers, and plumber have occupied the Site. A motor rewinding shop was present in the east portion of the subject property in 1950 and an auto repair shop was present in 1940. The subject property was also occupied by residences from the 1880s and from approximately 1910 to 1940.
