Addl Cleanup/Treatment info: Site assessments revealed the existence of methane gas in subsurface soils in the southwest corner of the quarry. The City of Springfield tested and removed standing water from the quarry and filled the remaining space with clean fill. A soil gas survey was performed which indicated that methane was still present under a portion of the quarry where green waste had been disposed. A restrictive covenant was placed in the property chain of title to restrict use of the site to non-residential and prohibit enclosed buildings over a portion of the site. Later, the City installed a landfill gas collection and flaring system as part of the construction of The Commons plaza at the southeast corner of the site.

A clay engineered cap was installed subsurface along with a methane mitigation system which includes piping to capture and direct the gas to the solar powered methane flare where it is burned off at a safe height. The flare is fenced and includes education information signage about the history of the site, methane and the mitigation system in place.

Additional Property Attributes

The southwest portion of the site, Tract 1, is listed as a Voluntary Cleanup Program and an activity and use limitation facility. This area is identified as the former Ashgrove Quarry facility with a DNR Certificate of Completion Issued status in the associated database report from 2004. Methane levels ranging up to 17.4 percent by volume were reported on the site in 2008. These concentrations exceeded applicable limits outlined in MDNR solid waste regulations and reporented a REC to the site. The City has discussed reported conditions with MDNR B/VCP representatives. A Methane Mitigation Study and Cleanup Planning report, dated September 15, 2008, was prepared by Terracon Consultants, Inc., for the City, along with Construction Drawings concerning a methane cleanup strategy, dated June 2009. The cleanup strategy involves placement of an engineered clay cap and a flare system to be installed in the summer of 2010, funded through a HUD-EDI grant in conjunction with the first phase of redevelopment of the property into the Gateway Plaza area of Jordan Valley. The Phase I update was completed to comply with HUD Environmental Review regulations prior to starting site redevelopment due to the continued clean fill that occurred following completion of the last Phase I. Results of this Phase I were consistent with the prior Phase I, and no further assessments were recommended. Continued soil gas monitoring and associated methane evaluations in response to the VOC REC and continued implementation of the cleanup plan currently in process was recommended as part of the Phase I Update in 2010. On July 7, 2010 a groundbreaking ceremony was held on site to start the project. The clay cap and methane flare system, which runs on solar power to monitor and emit methane as needed, were implemented as outlines in the methane mitigation plan. On October 27, 2010 the City held a dedication ceremony for The Commons at Jordan Valley to celebrate completion of the first phase of development. Assessments and planning conducted through Brownfields grants leveraged approximately 900,000 in design and construction. Terracon collected soil gas readings from previously installed observation wells SV-1 thru SV-6 to supplement existing data and evaluate ongoing methane generation trends. Six rounds of monitoring were implemented on a weekly basis. Monitoring activities were performed in May and June 2008. A Compacted Low Permeability Soil Cover with Gas Extraction Well and Flare System has been installed that addresses methane generation in the subsurface. The amount of methane is relatively small, but is still significant enough to warrant the flame. A streetscape renovation is to be done Fall 2011 with an estimated cost of 1.5 million: including streetscape and intersection improvments. It will improve pedistrian walkways by adding wide sidewalks and lighted walkways. Former Use: The site is a former quarry that is approximately 100 percent filled with soil and concrete. CONCO Concrete is currently using the northwest corner of the site as a truck wash out area. The site operated as a limestone quarry from circa 1900 through the 1960s. After quarry operations ceased, the quarry was used to land fill various materials such as concrete wash, construction fill dirt and rock, demolition debris, and certain organic wastes eg: trees, tree trimmings, brush, etc. A significant influx of organic matter was reportedly disposed in the late 1960s/early 1970s when Dutch Elm disease devastated Springfield's elm tree population. Similar land fill practices under various owners reportedly occurred through 2001 until the City took possession of the stie. Disposal practices that include organic materials are not specifically documented since that time.
