The site is located along the Erie Barge Canal and is developed with one single-story, 1,691-square-foot structure that is utilized as a natural gas meter reading station. The site includes gravel parking areas, a fenced-in area, green areas and trees. The site is within the downtown core of the City of Lockport.

Former Use: The site was previously used for tar processing operations by the Lockport Light, Heat & Power Company. The site is now mainly wooded/fallow land with a fenced-in natural gas meter reading station and is owned by New York State Electric & Gas.
