A fire that destroyed a large portion this former warehouse, past leaking underground storage tanks on the property, and adjacent uses led the current owner to request a Phase I Environmental Site Assessment (ESA) by City's Brownfield Program as part of its due diligence in 2015. The property also sits on a bank of Proctor Creek. Public records show that the property was acquired after the ESA for $641,000. The property's structures have since been razed and only a concrete pad remains. Across the street, the City of Refuge, a local nonprofit on the Westside dedicated to improving the surrounding neighborhood, is renovating a 60,000-square-foot apartment community. The new housing is for the City of Refuge vocational training school students, recent graduates and those in the organization's transitional housing program. The City of Refuge has its headquarters a block away from the property and it plans on investing over $25 million in the next few years to improving the area. No doubt, the neighborhood (and, perhaps this brownfield) will experience significant transformation.
