Additional Property Attributes

The GPR investigation found three large anomalies consistent with underground storage tanks, and a second smaller anomaly consistent with underground storage tanks.

Former Use: The parcels are referred to as the B&K Service Site (TMS# 163-11-00-228), the Old Bus Station Site (TMS# 163-11-00-229), and the Large Wooded Site (TMS # 163-11-00-230). The subject property has been cleared of all buildings but has areas of pavement and building foundations on the eastern quarter of the site bordering North Jefferies Boulevard. The remainder of the subject property is thickly overgrown. The B&K Service Site at 331 N. Jefferies Boulevard (TMS# 163-11-00-228) was a Gulf gasoline filling station prior to 1945. At some point, the filling station was abandoned and the building converted into an automobile mechanic's shop (B&K). It operated for many years until a fire destroyed the building. The building was rebuilt and used as retail space and a bail bondsman office. A petroleum release was reported to the SCDHEC UST Program in 1999. Between 1999 and 2011, the UST Program oversaw multiple groundwater assessment phases that eventually culminated with more than 30 groundwater monitoring wells installed on the parcel and on downgradient properties. The UST Program determined in May 2011 that the petroleum release did not present a significant threat to human health or the environment, and issued a �No Further Action� letter. The Old Bus Station Site at 251 N. Jefferies Boulevard (TMS# 163-11-00-229) had two separate operations/buildings prior to 1945. The approximate center of the parcel was occupied by a restaurant and the bus station. It is unclear whether the bus station included maintenance operations. A separate operation formerly located at the parcel�s corner of Benson Street and Jefferies Boulevard was an Esso gasoline filling station/automotive repair garage. At some point, the two buildings were demolished and a new Esso gasoline filling/automotive repair garage was built slightly overlaying the footprint of the old bus station. The new gas station was eventually abandoned and the building used as a computer service retail store. The Large Wooded Site (TMS# 163-11-00-230) is approximately 4 acres in size and extends to the west along Benson Street to the Ireland Creek Swamp. The parcel appears to have been mostly wooded except for a former residence on Benson Street that was converted to a radio station and a small area that was briefly used for overflow parking for the county office building across Benson Street.

The USTs were removed, properly disposed, and paid for by Colleton County. One sampling point required for closure of the tanks had elevated petroleum constituents in soils at levels greater than the SC petroleum standards. The Phase II results indicated that the the soils are not significantly impacted by previous activities. The arsenic elevations are within the normal range for naturally occurring arsenic in SC. Only one other sample had benzo(a)pyrene elevated above residential RSLs. It is unlikely that the site will be used for residential. The groundwater did show impact and additional sampling was recommended.
Cardno's Phase II recommended additional groundwater work. It should be noted however that there were documented petroleum releases in 1993 and 1999. The UST Program determined in May 2011 that the petroleum release did not present a significant threat to human health or the environment, and issued a "NFA" letter. This NFA is directly related to groundwater, not soils as there were no soil samples collected at that time.
