Addl Cleanup/Treatment info: Have yet to determine extent of PCE and TCE concentrations. Additional investigation to be conducted to evaluate magnitude and extent of release. Future land use yet to be determined and if it is necessary to fulfill obligation to the Ohio VAP and pursue a Covenant not to Sue (CNS). Further assessment work to be completed through Ohio Department of Development grant awarded to Jefferson County Port Authority. Assessment work has determined the subject property is located on the fringe of water source for the Village of Mingo Jct. Core samples taken have determined the REC has not migrated into water source at this time. Substantial exceedance of acceptable levels of PCE documented. Ohio EPA Technical Assistance Grant in progress to assess future remedies and enrollment into the Ohio VAP Program. USEPA contacted and has awarded a Time-Critical Removal Action Referral for Installation of a sub-slab depressurization system including additional sampling for remedy of exceedance in air quality levels in adjacent renter-occupied housing unit.

Additional Property Attributes

The subject property was first a grocery store, converted into an appliance store, and then operated as the American Dry Cleaners for approximately 45 years before closing operations in the mid-1990s. The second story served as a residence until the early 1970s. The owner vacated the building in 2000 and it is now in poor physical condition. Potential contamination is waste generated from dry-cleaning operations Perchloroethylene (PCE, PERC) as well as Asbestos Containing Materials, and Lead-Based Paint. Asbestos Survey completed in January 2000 at owner's expense found no ACM. A limited Phase II ESA is recommended to determine if contaminated soil or ground water exists beneath concrete floor. Property lien issues need resolved before Jefferson County Land Bank can assume ownership and proceed to Phase II ESA work.
