Adoption of climate-conscious building codesBuilding codes can encourage implementation of climate change mitigation and adaptation techniques. Codes may require that infrastructure be planned and built to avoid or minimize future damage from flooding, drought, and other projected weather events resulting from climate changes. Codes may also reduce carbon emissions from commercial and residential buildings by specifying minimum requirements for building components such as insulation, water use, heating and cooling systems, lighting, windows, and ventilation systems. Effective building code requirements may vary regionally due to climate differences."

Climate Adaption and Mitigation - Redevelopment

Incorporate green building techniquesGreen building is the practice of creating healthier, more resource-efficient models of construction, renovation, operation, maintenance, and demolition. Green building techniques can be instrumental in addressing climate change by more effectively controlling stormwater, reducing waste and emissions, and designing smarter infrastructure that allows for climate adaptation and mitigation. Techniques may include green roofs; energy, lighting, and water efficiencies; use of sustainable building materials; and incorporation of passive survivability features. Passive survivability is a building's ability to maintain habitability without relying on external utility systems for power, fuel, water, or sewer services, as well as being better able to withstand floods, severe weather, and temperature extremes."

Additional Property Attributes

Former Use: Steelmaking operations began at the site in 1909 and the facility expanded to a fully integrated steel mill. The former owner, Weirton Steel Corporation (WSC), was issued an Administrative Order on Corrective Action in 1996 under Section 3008h of the Resource Conservation and Recovery Act (Docket No. RCRA-3-0033CA) for the entire facility, which totaled approximately 1390 acres. WSC and subsequent owners (most recently ArcelorMittal) have implemented the RCRA Corrective Action program since that time. The current owner, Mingo Junction Steel Works (MJSW, a subsidiary of the Frontier Group of Companies), purchased approximately 1100 from ArcelorMittal in January 2017. The RCRA Corrective Action Order was bifurcated and separate Administrative Orders were executed by MJSW and ArcelorMittal on March 13, 2018. MJSW is now responsible for implementing the RCRA Corrective Action program on their 1100 acres. The subject 270 acres corresponds to Corrective Action Areas VIM and VIIM shown on Figure A-1 of the bifurcated Administrative Order. Former manufacturing operations on the 270-acre property included steel and iron-making, support operations such as power and steam generation, waste-water and chemical treatment facilities, a Basic Oxygen Furnace, a Continuous Slab Caster, Blast Furnace operations, a Sinter Plant, ore storage yard, and Open-Hearth Furnaces. Those operations were shut down between 2003 and 2011. Currently, the property is inactive. The owner is in the process of demolishing and scrapping inoperable structures and recycling materials on site to prepare the land for redevelopment. Workers have made significant progress on asbestos abatement and general cleanup of the site. The owner expects to have all structures removed and cleaned up, and have the site ready for redevelopment in 2019. Work crews employed by the owner have made significant progress. Workers have abated, demolished, and cleaned up Ore Yard structures, Blast Furnaces, and other ancillary structures. Demolition and abatement work are ongoing to remove the remnants of the Basic Oxygen Plant (BOP) with an estimated completion date of March 2019. The owner is evaluating other structures on the property for potential reuse or removal with input from prospective business users as well as local and State development officials.
