Additional Property Attributes

Former Use: The Subject Property is in Piney Fork, an unincorporated community located in Smithfield Township, Jefferson County, OH. The Hanna Coal Company established the community in the late 1800s as a �Company Town�. In early 1920, the coal company established a cooperative through the purchase of an existing store built by a local property owner. The co-op built an addition to the north-end of the store sometime between 1920 and 1931 that included a gasoline pump. At some point after 1931, the co-op added a second gasoline pump. The store closed in the 1960s. It is not known who razed the original store or when, as well as the , number, and volume of historical underground storage tanks (USTs). Currently, the land is vacant. The Jefferson County Land Reutilization Corporation (Land Bank) purchased the property through a delinquent tax sale in 2009 and razed two-floor dilapidated residential structure found on the south-end of the property. The store, with two gasoline pumps, closed at some point in in the 1960s; there are no records that recorded the demolition of the original store, the presence or removal of the USTs, or if a Leaking Underground Storage Tank (LUST) ever existed on the site. Historic photographs of the former structure show two gasoline pumps in front of the building that was formerly located on the vacated north portion of the property. Completion of the Phase I Property Assessment and limited site investigation may determine if the site qualifies as a Class C, orphaned UST site eligible for an Abandoned Service Station Cleanup Grant through the Ohio Development Services Agency (ODSA). Property ineligible for ODSA funding. Ohio Department of Development approved and granted $175,000 to Jefferson County Port Authority. Scope of assessment work includes groundwater investigation, sample three bedrock wells, ground water classification, and physical survey of water use at surrounding residential properties.
