Additional Property Attributes

The subject property includes an approximately 2.5 acre lot in an irregular shape that is bounded by Walnut Street to the east and the Ouachita River to the west in the city of Monroe, Louisiana. Improvements to the site include two industrial structures with brick faces, concrete flooring, and wood frames. The northern structure is currently used for personal storage on the first and second floor. The ground floor of the second structure is partially used for personal storage along with vacant offices and former equipment from the Coca Cola Bottling Company. The eastern boundary of the property includes a sidewalk along Walnut Street. The area to the west of the structures are paved as a parking area with the portion of the site to the west of the retention wall appearing to be grassy. A right-of-way crosses the western portion of the site from south to north marking a former railroad spike. The earliest available record of the subject property dates back to the 1886 that does not illustrate the subject property, but includes a note that lists a masonic temple on the site. The 1890 to 1920 Fire Insurance Maps illustrate a Masonic Temple on the southern portion of the site and residences on the central and northern portions. By 1926, the southern portion of the site had been developed with the Ouachita Coca Cola Bottling Company and the central portion of the site had been developed as a warehousing facility for Monroe Transfer and Warehouse Company, American Railway Express Company, Louisiana Paper Company and Ouachita Candy Company. The 1932 Sanborn Map shows the northern portion of the site redeveloped with a filling station, car washing, greasing and automotive repair facility. The filling station was no longer illustrated in the 1950 Fire Insurance Map. City Directories identified the site as Ouachita Candy Company in 1992 and 1995, L and P Plastics in 2000, Roy Bingo Supplies Inc. in 2000 and 2005, and HT Development Group from 2000 to 2010. The subject property has been used for storage since 2010 by Bricks & Timber, LLC. On December 15, 2021, the property was purchased by the City of Monroe.

A Phase II ESA was conducted in June 2021, which included the advancement of six probe borings to an approximate depths of 21 to 25 feet below ground surface (BGS) and an Asbestos-containing Materials (ACM) Survey. Laboratory analysis of groundwater samples revealed that constituent concentrations in all samples were below the LDEQ RECAP Groundwater Screening Standards, except TPH-D and Benzo(a)-Pyrene. However, subsequent to conducting a MO-1 RECAP evaluation, all constituents of concern (COC) in groundwater were below the RECAP Standards. ACM was also found in the structure at the property. The Phase II ESA report was submitted to the LDEQ for review. LDEQ issued a No Further Interest Letter on 10/18/2021.

A new Phase I ESA was conducted at the property in September 2021. In addition to the Ouachita Candy property, an additional 0.5 acres (Laty McPhee Property) was added to the Phase I ESA. The 0.5 acres is a small strip of land along the river behind the Ouachita Candy building. No RECs were identified during the September 2021 Phase I ESA.

As part of cleanup planning, an ABCA was submitted to EPA on 1/20/22. A Cleanup Plan for the removal of the asbestos in the building was submitted to EPA on 9/30/22.
