Additional Property Attributes

The Site was initially comprised of three properties, 150 Main Street, 166 Main Street, and 21 Caller Street. In 2008, the 166 Main Street property was subdivided into two lots, Lot 150 and Lot 150B. Lot 150 retained the 166 Main Street address and Lot 150B was given the address 18 Howley Street. The Site was developed since the early 1700's and was occupied by leather tanning and finishing companies from the late 1800's through the middle 1900's. The property at 166 Main Street (which includes the current 18 Howley Street property) was occupied by the Samuel Smidt Chemical Corporation in 1984, when the building was destroyed by fire along with the Henry Leather Finishing Company at 150 Main Street and the John Smidt Leather Company at 21 Caller Street. Release Tracking Number 3-577 was assigned to the release(s) of oil and hazardous materials that resulted from the fire.

A Phase II CSA was completed in 2010 and included a Method 3 Risk Characterization. A level of No Significant Risk had been achieved for the Site under its use at the time. In 2011, the MassDEP issued a Notice of Responsibility to the owners of the 18 Howley St property, the Azorean Brotherhood of the Divine Holy Ghost, Inc. The Site was closed in 2013 with a B-2 Response Action Outcome (RAO) and Activity and Use Limitation (AUL). The AUL currently restricts the use of the property as a residence, school, daycare, nursery, recreational area (e.g., park or athletic field) and/or any other use in which a child's presence (other than incidental). The AUL also restricts the use of the property for growing produce for human consumption as well as any long-term (greater than 1 month) activity at the property that is likely to result in the excavation, relocation and/or removal of soils, unless such activity is first evaluated by a Licensed Site Professional (LSP). The AUL is applicable to the entire parcel.

Contamination is due to historical high-risk uses and releases due to a fire in 1984 that destroyed the Site buildings. The primary contaminants of concern are metals (i.e., arsenic, chromium and lead), polycyclic aromatic hydrocarbons (PAHs), extractable petroleum hydrocarbons (EPHs), and polychlorinated biphenyls (PCBs). Historical fill containing ash and/or coal has also been observed. In the portion of the Site proposed for redevelopment as part of the future North River Canal Riverwalk, concentrations of antimony, arsenic, barium, trivalent chromium, and lead exceeding the applicable Method 1 standards are present in shallow soil.
