Additional Property Attributes

Property Description: The subject property is located at 131 Colfax Avenue in Grass Valley, Nevada County, California. The approximately 0.15-acre property is identified by Nevada County APN 008-411-005-000. The subject property is currently unoccupied and includes a single-story residential building and detached garage. Historical Site Use: The site was vacant from at least 1888 (the earliest source available) until 1898 when two small dwellings appeared on the site on the north and south sides of Wolf Creek, which appeared to transect the site from east to west. In 1939, the current residential structure and detached garage were present on the site; the site boundaries appeared to encompass a portion of an additional dwelling and the associated dwelling's detached garage. Wolf Creek bordered the site to the south. By 1973, the additional dwelling and detached garage were no longer present on the site. With the exception of vegetation growth, the site has remained substantially unchanged through the present. Current Condition: The property currently contains an approximately 1,171-square-foot single-story residential building constructed in approximately 1939, an approximately 188-square-foot detached garage, paved driveway, outdoor storage shed, and a perimeter fence. The Phase I Environmental Assessment (Oct. 2021) did not reveal evidence of RECs. Asbestos and lead-based paint was found on building materials. The Phase I ESA concluded that, although LCP and ACM do not qualify as "RECs" under the ASTM guidelines, the removal of these building materials from the structure is required prior to building modification or demolition. The City of Grass Valley used USEPA funding from the 2017 Gold Country Coalition Assessment Grant to perform All Appropriate Inquiries prior to property acquisition, and to identify hazardous building materials that required management as part of the structure demolition and land reuse.
