Property Highlights

This 2.4-acre property consists of heavily wooded, undeveloped land located on the west side of FM 2004, approximately 2,350 feet south of the intersection of FM 2004 and Highway 3 in Dickinson, Galveston County, Texas. The site is currently undeveloped land with no defined use. The property is currently owned by Mary Sawyer. Dickinson ISD is looking to purchase the property to use as an access road for the adjacent 124 acre property that is also enrolled in the RRC's Brownfields program (TBA No. 03-6001), which will likely be redeveloped into either a school or administrative offices. Purchase of the property is dependent on the results of RRC's Brownfield assessment and cleanup (as needed).
Based on a review of the historical information, the site has primarily consisted of undeveloped land since at least 1916. The 1952 and 1955 aerial photographs depict a possible release likely
associated with oil/gas E&P activity on the adjacent property, which was found to have soil and groundwater contamination. No responsible party exists for the oil/gas activities. The Phase I was conducted on behalf of Dickinson ISD and not by the RRC's Brownfields program.
A Phase II assessment was performed using RRC Brownfield funds and Oil and Gas Regulatory Cleanup funds. Soil and groundwater at the site were assessed for TPH, BTEX, RCRA-8 metals, and chlorides. The only exceedance noted in soil was barium and lead in one soil sample (B-1), which was subsequently vertically and laterally delineated below the Texas Risk Reduction Program's Tier 1 residential soil-to-groundwater protective concentration level. Chloride in groundwater was above the Texas Secondary Drinking Water Standard and therefore a groundwater use restriction will be placed on the property. Upon filing of the restrictive covenant, this site will be issued a certificate of completion.
