The Site is an approximately 0.25-acre vacant residential property that includes a two-story single family residential building. The Town presently owns the Site and is seeking assistance from the New Hampshire Department of Environmental Services (NHDES) to evaluate potential environmental impacts related to the reported production and on-Site disposal of controlled substances and associated debris. Guidance from the Environmental Protection Agency (EPA) and other state environmental and public health organizations indicates the primary contaminants of concern to soil and groundwater that are associated with meth labs are volatile organic compounds (VOCs), which are related to solvents and fuels used in the cooking process.
In April 2022, Trauma Services LLC (TSL), on behalf of the Town, performed initial response activities at the Site, which included cleaning out and decontaminating the existing residence along with removing two recreational vehicles, two small outbuildings/sheds, and various debris piles. During this work, TSL identified several propane tanks, hot plates, and old chemical bottles, which are typically encountered at meth labs as well as several potential burying/dump areas for lab related waste in the basement and around the yard. Some soil was removed from the areas outside the building where needles and other drug-related paraphernalia was encountered. No soil was reportedly removed from the basement, where an aboveground storage tank (AST) for home heating oil was also observed. Based on discussions with TSL, soil removal activities outside the building were generally limited to surficial soils and no soil sampling was performed following the removal.
