Additional Property Attributes

The site is an assortment of 551 properties all located within the footprint of the new location for the National Geospatial Intelligence Agency West (N2W) Campus (NGA). Individual parcel history varied between industrial and residential use. Industrial operations have included petroleum/auto repair stations, dry cleaners, chemical mixing, manufacturing and dry goods stores. The residential properties contained a mix of single family houses and multi-family complexes.

The Phase I Environmental Site Assessment (ESA) covers a subset of the parcels within the NGA site and identified multiple RECs, both on and offsite, which have varying impact to the site. Heating oil tanks may potentially exist throughout the site. Various manufacturing plants have operated along Montgomery Street and Jefferson Avenue. Historic underground storage tanks and chemical use is suspected through these locations. Asbestos-Containing Materials (ACM) are suspected to be present in structures through the site. Urban fill materials may also be present throughout the site. Multiple dry cleaners and auto service stations are noted within the vicinity of the at least one of the Phase I subject properties.

A Phase II ESA was conducted at the site. Soil and groundwater sampling activities revealed evidence of impacts in excess of the MDNR Default Target Levels (DTLs) and Tier One Residential, Non-Residential, and Construction Worker Risk-Based Target Levels (RBTLs) on the subject site. These impacts were predominantly associated with arsenic, lead, and polyaromatic hydrocarbons (PAHs), and were noted most often in the surficial soils on the subject site. Groundwater samples contained PAHs and petroleum hydrocarbons in excess of the RBTLS. During the trenching activities, the consultant encountered buried rubble including bricks, concrete, trash, and other
debris. When encountered, they sampled suspect asbestos-containing material (ACM) from the trenches. Analytical testing of these samples identified ACM on the subject site. A GPR survey revealed evidence of anomalies on two of the three lots surveyed. These anomalies
may be USTs or other buried structures. Intrusive investigations would be required to further investigate
these items.

A Supplemental Investigation for asbestos in site buildings was conducted. During the asbestos inspection, 557 bulk material samples were collected from 32 of the 40 structures and submitted to Quantem for PLM analysis for asbestos. In all, 29 buildings were determined to contain ACM. EPA defines ACM as any material containing asbestos at a concentration above 1%. A general,
comprehensive list of materials determined to contain asbestos at the 29 structures follows: 12- X 12-inch vinyl floor tile and mastic, 9- X 9-inch vinyl floor tile and mastic, floor leveler mastic, sheet vinyl flooring, dry wall joint compound, window glaze, thermal system insulation (TSI) Air-o-cell, TSI joint compound,
seam tape insulation, vermiculite insulation, roof flashing, caulk, and transite siding. Overall, it is estimated that a total of 93,998 square
feet and 963 linear feet of material contains asbestos.
