Phase I Report submitted to EPA June 2, 2006; QAPP submitted August 10, 2006 and approved by EPA mid-September 2006. Phase II investigation commenced September 28, 2006; Phase II report submitted December 28, 2006. ABCA submitted April 30, 2007 and approved by EPA in July 2007. Cleanup activities conducted at the property on 9/20/2007; EM survey approved on property in October to confirm no other tank locations.

Former Use: Property was assessed (Phase I and Phase II) under EPA Assessment Grant BF-96416704-0. The results of the Phase I assessment indicated that a gasoline service station with suspected waste oil tanks had formerly operated on the property. The results of the Phase I assessment indicated that ground water at the property was contaminated with a commingled plume petroleum hydrocarbon and chlorinated volatile organic compounds in excess of NC 2L Ground Water Standards. Sanborn Maps and a ground penetrating radar survey initially interpreted that USTs at the property. Test pit exploratory activity and follow-up EM survey work approved by EPA indicated that the USTs were no longer present at the property. The City is currently negotiating with Empire Properties to purchase the property. As part of the purchase, the City is required to provide Empire Properties with a "clean" property. Empire Properties is planning on constructing an upscale hotel and restaurant at the property. Empire Properties has filed an application with the State of North Carolina to enter this property into the NC Brownfields Program.
