Additional Property Attributes

The past uses of the subject site and nearby properties based on the sources above are summarized below. Subject Site: The subject site consist of two parcels- 106 Depietro Drive and 223 Rear Lombardo Drive. Prior to 1966, when the State of Connecticut purchased the property, the former Meat Town facility was located on the Lombardo Drive parcel. The building remained on the site, south of the Lombardo Drive and Sandra Drive intersection, until the early 1990s. It is believed that the Meat Town slaughterhouse continued to operate at the subject site for some time. A spill report dated June 1987 refers to the site as the �former Meat Town building,� suggesting that although the building still existed, by 1987 it was no longer used as a slaughterhouse. According the aerial photos, the site was used for agriculture until its development between 1935 and 1950. The northernmost portion of the site, east of Lombardo Drive, is currently used for agriculture. The crop type is unknown. The historical and current use of the site for agricultural purposes allows for the possibility that pesticides may have been applied to the ground surface (REC-2). The 1965 aerial photo shows an addition to the Meat Town building on the northern side; a large truck or trailer is also visible north of the building on the subject site. Cars in a parking lot to the east of the slaughterhouse building are visible in every aerial photo from 1965 to 1990. A current topographic map of the site shows an approximately 900 square foot area of higher elevation compared to the historical topographic maps from 1944 and 1952. This raised ground corresponds to an area directly south of where the former Meat Town facility was located.Uneven terrain is a possible indicator of dumping from either the former slaughterhouse or from the current property owner, the State of Connecticut (REC-3). Portions of the site may have been used by Meat Town as an animal waste burial ground, resulting in the possible release to soil and/or groundwater of pesticides, disinfectants and processing chemicals that are commonly used in meat processing operations. The site may have also been used by the State of Connecticut DOT to dump roadway fill such as street sweepings and/or broken asphalt. Historically, the property located at Depietro Drive was owned by the Frank R. Wood Construction Company; however there is no evidence that a building has ever existed on this parcel. Nearby Properties: Properties to the north, west and south of the subject site were used as farmland until the 1960s. Since their development, the surrounding properties, located along Sandra Drive, Depietro Drive, Patricia Drive, Forest Street and McNulty Drive, have been occupied primarily by single family residences. The adjacent property to the east has been occupied by the Colonial Paving Company since the mid-1980s.

Former Use: The subject site, the former Meat Town facility, is located on the eastern side of Lombardo Drive, north of Depietro Drive, in a residential zone of East Hartford, Connecticut. According to the Town of East Hartford records, the subject site consists of two parcels- 106 Depietro Drive 2.9 acres and 223 Rear Lombardo Drive 8.7 acres. The southern portion located north of Depietro Drive is owned by the State of Connecticut Department of Housing and the northern portion along Lombardo Drive is owned by the State of Connecticut Department of Transportation. The original intent for purchase was to create a proposed roadway, Interstate 491. The site is currently vacant. The State purchased the two properties in the 1960ssic 1991?. According to Jeanne Webb, the Director of Development and Planning for the Town of East Hartford, Meat Town was a slaughterhouse. The former Meat Town facility is visible from aerial photographs located on the 223 Rear Lombardo Drive parcel.
