A Phase I Environmental Site Assessment (ESA) completed in February 2010 identified the vacant lot as the site of a former neighborhood grocery store and no Recognized Environmental Conditions were recognized. However, many vacant lots contain contaminants of environmental concern that were illegally dumped or improperly managed. Because the site was zoned commercial and located in the Model Blocks area, a Phase II ESA was recommended and performed. As a result of the Phase II ESA, environmental cleanup of the site was recommended based on elevated levels of arsenic and lead in surface soils and arsenic in subsurface soils. Cleanup consisted of removal of soils contaminated with lead and arsenic at levels above the Missouri Risk-Based Corrective Action (MRBCA) Default Target Levels (DTLs) and regional background levels. Following completion of the field activities, disturbed areas were restored to pre-construction conditions by grading and seeding the excavation areas. As part of a [post cleanup] risk management plan, groundwater samples were collected from three permanent monitoring wells and quarterly monitoring activities were performed to investigate the lead, arsenic and petroleum contaminants from on-site groundwater samples. Based on the September 2013 Site Characterization Report and Tier 1 Risk Assessment that included five quarterly monitoring events to evaluate plume stability, the site contaminants of concern are below the applicable residential Tier 1 Risk-Based Target Levels (RBTLs). The Missouri Department of Natural Resources Brownfields/Voluntary Cleanup Section issued a No Further Action Determination in the Certificate of Completion letter, dated 10/2/2014.

Former Use: The site is vacant, commercially zoned property; development occurred as early as 1917 as a grocery store through at least 1965. It was last known as the Odessa Meat Market & Delicatessen.
