Additional Property Attributes

The Subject Property is the former Inland Steel Personnel Buildings property located at 4900 Cline Avenue in East Chicago IN. The Subject Property is located in a primarily industrial area and consists of ten abandoned buildings, some partially deteriorated. Ground cover consists of asphalt, concrete, bare grass, trees, and areas of heavy vegetation. Miscellaneous debris consisting of, but not limited to, construction debris, papers, piping, old office furniture, tires, empty 55-gallon poly drums, fallen roofing materials, fallen ceiling tiles, piles of concrete, and poly totes were observed at the property. The Subject Property is bordered to the north and south by a gasoline storage tank farm owned by Citgo Petroleum Co.; to the west by Refractory Service Corporation; and to the east by the Cline Avenue access road. It should be noted that neighboring property parcels 45-03-34-226-002.000-024 (listed as owned by Citgo Petroleum Co.), 45-03-34-226-001.000-024 (listed as owned by L and J, LLC), and 45-03-34-226-003.000-024 (listed as owned by Refractory Service International LLC) also have a property address of 4900 Cline Avenue. The Subject Property contains ten buildings (Buildings 1 through 10). Based on information presented in historical aerial photographs, with the exception of Building 9, all of the Subject Property buildings were constructed prior to 1958. Building 9 which is an aluminum storage shed was constructed between 1964 and 1973. The remaining Subject Property buildings are all of brick structure. Based on observations during the site reconnaissance, Buildings 1, 2 and 4 appeared to be used as former office buildings; Building 3 appeared to be a former locker/shower facility; Building 5 appeared to be a former garage; and Buildings 6, 7, and 8 appeared to be used for storage. Building 10 was not accessible during the site reconnaissance and its historical use could not be evaluated. The Subject Property is currently owned by the City of East Chicago which was granted the property in March 1993 by the Inland Steel Company. The deed includes six parcels of land together with the roadways, rights, easements, privileges and interests as described in a memorandum of title prepared by Fidelity National Title for the City of East Chicago in 2012.
