Additional Property Attributes

The proposed redevelopment area (Investigation Area)includes approximately 700 acres, is rectangular in shape, and is generally bound by the White River to the North, Ulm Road to the east, East 32nd Street to the south, and Pitt Street to the West. The Investigation Area contains 726 parcels with a mix of vacant, residential, commercial, industrial uses. Approximately 300 acres of the Investigation Area are former General Motors Corporation (GM) property and are currently owned by the City of Anderson who acquired the area from GM in 2006 via a donation agreement. Weston Solutions, Inc. (WESTON) conducted an Area-Wide Environmental Assessment of the Investigation Area located in the east region of Anderson, Madison County, Indiana. This area-wide assessment was prepared with a grant from the U.S.EPA Targeted Brownfields Assessment (TBA) program issued to the City of Anderson. The City of Anderson sought funding to perform a preliminary assessment properties located within the Investigation Area to obtain a more full understanding of potential environmental issues. The City of Anderson is targeting the Investigation Area for redevelopment/repurposing to its maximum potential.

Former Use: The Site is located at 2900 South Scatterfield Road, Anderson, Madison County, Indiana (Figure 1). The Site is located in a mixed industrial, commercial, and residential area and consists of approximately 300 acres (Figure 2). The Site was received by the City of Anderson via a Donation Agreement with General Motors (GM) in September 2006. The Site has been part of a Resource Conservation and Recovery Act (RCRA) corrective action during the last decade. Most of the surface and subsurface remediation work at the Site has been completed over the years; however, offsite groundwater monitoring remained the responsibility of GM until they filed bankruptcy. Under a Targeted Brownfield Assessment (TBA) grant request, the City of Anderson requested a round of monitoring well sampling at select existing well locations to document the current concentrations of COCs in groundwater at the selected locations. The Site is bounded to the north by undeveloped property, a railroad, and residential properties; to the east by an electrical substation and undeveloped property; to the south by residential and undeveloped property; and to the west by a parking lot and former GM Building 18, which is currently occupied by Hy-Tech Machining and Family Forever Ministries. A Phase I ESA was conducted in 2005 byConestoga-Rovers & Associates (CRA). Weston Solutions conducted groundwater sampling in October 2012 and a Phase II Soil Investigation in May 2013.
