Additional Property Attributes

The Site is the former Tower Manufacturing property. The Site is located in a primarily residential area, with some scattered surrounding commercial and industrial properties. The Site consists of two parcels and consists of nine abandoned buildings, some partially deteriorated, and most of which are interconnected. The findings of the Phase II ESA investigation indicate that shallow soil (0� to 6� bgs) at the Site is impacted by SVOCs and TAL metals at concentrations exceeding both IDEM Residential and Commercial/Industrial Direct Contact screening levels in multiple areas. Therefore, it appears that past Site operations have resulted in fairly widespread shallow soil contamination of SVOCs (mainly polynuclear aromatic hydrocarbons) and arsenic. The SVOC soil contamination is generally located outside of the building footprint. However, one soil sample TM-SB15 (0�to 1� interval) located in the southeast corner of the main manufacturing building (building 1) exhibited concentrations of SVOCs greater than both the IDEM Residential and Commercial/Industrial Direct Contact screening levels. This is the location where Judge Environmental identified elevated concentrations of TPH (430 to 535 mg/kg) at a depth of 2.7 ft bgs. The soil sample collected by WESTON contained similar concentrations of TPH (599 mg/kg) consistent with the previous soil sample results. Additional sampling beneath the concrete floor of building 1 would be necessary to define the extent of soil contamination. Soil samples collected immediately above the water table did not exhibit concentrations of any organic COCs above the IDEM screening levels (arsenic was present in two of the deep soil samples above the residential screening levels). In addition, it appears that groundwater beneath the Site has not been significantly impacted with organic compounds from either on-Site or off-Site activities. However, multiple inorganic compounds (TAL metals) were present at concentrations exceeding the IDEM Residential Tap screening levels in all of the groundwater samples collected. The Phase II findings also indicate that the wood flooring, stone mortar, and window caulk (one caulk sample contained PCBs at a concentration less than 50 ppm) do not contain PCBs at concentrations above TSCA regulatory limits. ACM sampling indicates that several types of building materials contain asbestos including: window caulk, floor tile adhesive, 2� by 4� ceiling tiles, and thermal system insulation. Based on the findings of this investigation, WESTON recommends the following steps in determining the nature and extent of contamination at the Site prior to renovations or demolition at the Site: � Evaluate land use restrictions to prevent residential use and restrict the use of groundwater for drinking water � Conduct a risk evaluation and develop site-specific remediation goals for soil and groundwater contaminants � If Site contaminant concentrations exceed site-specific remediation goals and/or the risk evaluation results in unacceptable risks to human health and the environment, conduct additional characterization to define the lateral and vertical extent of contamination � Conduct a structural engineering evaluation of Site buildings. � ACM abatement � Conduct a lead-based paint evaluation of the Site buildings � Characterize and dispose of materials stored in drums and other containers stored around the Site

Former Use: The Site is currently owned by Mr. Glen Perkins, who purchased the property in 2008 from Mr. Bob Cooke.
