The Town of Highland requested assistance to perform a Targeted Brownfields Assessment of the site. The property was formerly operated by Bult Fuel Oil Services. Tetra Tech, Inc. is performing a Phase I and II ESA on behalf of US EPA through START contract EP-S5-13-01 and TDD No. 0003/S05-0003-1808-201. Former Use: The property was formerly owned and operated by Bult Fuel Oil Services. In February 1993, the Highland Fire Department discovered oil seeping from the embankment of the ditch to the west of the site. A preliminary assessment was performed in August of 1993 for the Highland Fire Department by Environmental Priority Services, Inc. On February 27, 1996, US EPA's Technical Assessment Team performed a site assessment. The site assessment indicated petroleum contamination was present on the former Bult Fuel Services, Inc. property. On April 10, 2001, Weston Solutions, Inc. performed a Site Assessment to determine the nature and extent of contamination and to inventory and characterize abandoned drums and other miscellaneous containers stored in the warehouse. US EPA completed a removal action, demolished a 100,000-gallon above-ground storage tank and fuel racks. A holding pond on the northwest corner of the site was backfilled. A subsurface investigation was performed to evaluate if petroleum hydrocarbons had impacted soil and groundwater. Petroleum hydrocarbons and lead were detected in the soil at the site above regulatory limits. Light nonaqueous phase liquids were detected in the monitoring wells. In addition, VOCs and SVOCs were detected in the groundwater samples at concentrations above regulatory limits. EPA installed 240 poplar trees to facilitate phytoremediation of the property. The Town of Highland Redevelopment Commission intends to redevelop the property as a commercial establishment. A Phase I and II ESA were performed in 2018 and additional sampling in 2019 indicated that petroleum hydrocarbons and some metals were detected in site soil and groundwater. Sub-slab vapors were sampled and found to exceed the industrial indoor air screening levels. A pilot test for a sub-slab depressurization system was conducted. A conceptual remedial design was completed. An updated Phase I ESA was completed in 2019.
