Additional Property Attributes

The 14.2-acre property has been utilized for industrial purposes since at least 1885 including a slaughterhouse, foundry, tannery, and a municipal landfill. In 1907, the middle portion of the property was occupied by the Lafayette Box Board and Paper Company (Lafayette Paperboard) and followed by Alton Box and Board in 1951. The property was most recently used by Jefferson Smurfit and Smurfit Stone Container through 2000. All aboveground building structures were demolished by 2008 and the property is vacant.

The Site was used for paperboard recycling and production from ~1902 to 2007/2008. The site is currently vacant. Jefferson Smurfit most recently used the Site for manufacturing of recycled paper. The plant buildings were razed in late 2007/2008. During the Phase II ESA completed in August 2019, PAHs (naphthalene and benzo(a)pyrene), priority pollutant metals (antimony, thallium, cadmium, arsenic, lead, and mercury), PCBs, and hexavalent chromium concentrations were observed in the soil exceeding RCG Screening Levels. Former Use: The Site use in 1885 was residential, flour mill, and a slaughter house. Various companies used the site for paperboard recycling and manufacturing from ~1902 to 2007/2008.

Under the Superfund Technical Assessment and Response Team (START) Contract No. 68HE0519D0005, Task Order Line Item No. 01070001BF001, Tetra Tech completed a supplemental Phase II ESA at the site. Soil and groundwater samples were collected for laboratory analysis. Laboratory analytical results indicated that contaminants were detected in the site soil at concentrations exceeding IDEM direct contact screening levels. In addition, lead was detected at concentrations exceeding hazardous waste criteria by toxicity characteristic leaching procedure (TCLP) analysis. PCBs were detected during previous investigations at concentrations exceeding Toxic Substances Control Act (TSCA) criteria. A conceptual remediation plan was provided to include: excavation of TCLP lead exceeding hazardous waste criteria and PCBs exceeding TSCA criteria.
