Additional Property Attributes

The property is in a mixed commercial, industrial and residential area of Missoula, Montana. The majority of the property, categorized as industrial (10.74 acres), is used by the City of Missoula Public Works Department, Street Maintenance Division and the City Parks and Recreation Department to stockpile and sort materials such as gravel, salvaged asphalt or street sweepings. Materials stockpiled at the city industrial site include street sweepings, snow/leaves hauled on-site from downtown, asphalt millings, gravel and general fill. Additional stockpiles include a screening plant for sorting soil, gravel and crushed asphalt by size, a pond for collection of drainage from street sweepings, a pad for handling of asphalt emulsion and a pad for storage of small volumes of waste asphalt. Part of this parcel is also used by the city to store durable heavy items such as pre-cast concrete culverts and an Aboveground Storage Tank that contained asphalt emulsion rejuvenator (not used for several years).. Examples of materials stored at the Parks and Recreation parcel include wood debris and metal grates for tree protection. The part of the property categorized as commercial (5.99 acres) is accessed through the City of Missoula Cemetery and is used by the cemetery and Special Weapons and Tactics (SWAT) team for physical training (the SWAT portion of the site consists of a physical obstacle course, including gravel track, small barricades and tunnels). The cemetery portion includes minor equipment storage for the cemetery and an irrigation well in the adjacent right-of-way. A Phase II ESA was performed to include the collection of surface soil composite samples and borehole soil samples. Soil samples were also collected after the City of Missoula excavated petroleum-impacted soil beneath the bermed Asphalt Emulsion Pad. Analysis was performed to support site-specific calculations related to the leaching-to-groundwater pathway. Tier 1 and Tier 2 screenings were performed and it was determined no detectable concentration of contaminants leached into the groundwater. Montana Department of Environmental Quality issued a No Further Action letter on March 8, 2022, indicating that no further action is required on this property to ensure the property does not pose an unacceptable risk to public health, safety or welfare or the environment with regard to releases or threatened releases as indicated in the final Phase II ESA report findings.
