Additional Property Attributes

The site consists of the former Allis Chalmers Trust (eastern portion) and former Dye (western portion) properties. It is in an area the City now refers to as "NewPorte Landing" that was originally part of Clear Lake. The historical use of the site was industrial. Industrial development began with a foundry on the Dye property (western portion) in 1916, and considerable fill material including foundry sand and furnace dust had been placed. Allis Chalmers Corporation (ACC) purchased Advance-Rumely Thresher Company in 1931 and built a foundry on top of fill material that contained foundry sands and other material. The foundry was built with thick concrete foundations as thick as 8 feet. According to the City, the ACC plant and Dye property's foundry both closed in 1983; when the plant operated, there was minimal environmental management. The site has been vacant since 1985. After the foundry plant closed, ACC used the site (western portion and eastern portion): (1) for borrow material for construction activities at its south-adjacent manufacturing facility for the storage of finished vehicles; (2) as a tillage test site; and (3) for the disposal of foundry sand, fly ash, cinders, slag, and possibly waste paint. Drums were also reportedly stored and/or disposed at the site. The property was donated to the City in June 2004. The other, western nine acres of the site were acquired by the City around 2003. Currently, the City and its redevelopment partner, a community-based organization, would like to develop the site as a community health complex to offer significant benefits to residents in the City and surrounding areas.
