The Kansas Department of Health and Environment (KDHE) completed a concurrent Phase I and Phase II Brownfields Targeted Assessment (BTA) at the property in Abilene, Kansas. The Phase II BTA was completed to evaluate the "Recognized Environmental Conditions" (RECs) identified during the Phase I, completed in October 2020. Based on the Phase I report, RECs were identified as potential petroleum products due to the property's past use as a filling station as well as a 55-gallon drum with distressed vegetation. The Phase II consisted of soil borings collocated with groundwater probes. Soil samples were collected at the site for volatile organic compounds (VOCs) and total petroleum hydrocarbons (TPH) analysis. Samples at one location were additionally collected for semi-volatile organic compounds (SVOCs) and polycyclic aromatic hydrocarbons (PAH) analysis. No groundwater samples were collected due to groundwater not being encountered. Based on the soil data obtained during the Phase II BTA activities, VOCs as well as TPH low range hydrocarbons (LRH), mid-range hydrocarbons (MRH) and high range hydrocarbons (HRH), were detected in the soil at concentrations above their respective Risk Based Standards for Kansas (RSK) residential soil to groundwater pathway. Based on the detections, the site was be referred to the Leaking Underground Storage Tank (LUST) Program for their potential investigation. The property was cleared for redevelopment; however, the Brownfields Program recommended working with the LUST Program if redevelopment plans may encounter contamination. KDHE recommended consulting an environmental professional if future development includes residential use or new construction.
