Additional Property Attributes

The approximately 0.3-acre property is located within a larger 69-acre area owned by the Winnebago Tribe of Nebraska, according to a Deed of Trust. Located on Mission Road in Winnebago, Winnebago Reservation, Thurston County, Nebraska, the property is comprised of an approximately 1,280-square-foot abandoned water treatment plant previously used by the St. Augustine Mission. The property is bounded to the north and northwest by a wooded area; to the northeast by the St. Francis tribal residential housing building; to the east by the Head Start Boys and Girls Youth Center; to the south and southwest by the Head Start Administrative Office; and to the west by the Winnebago Tribe Environmental Protection Department offices, with a parking lot and railroad tracks beyond. In May 2012, a Phase I Environmental Site Assessment (ESA) was performed on the property and identified recognized environmental conditions (RECs) regarding: (1) remaining on-site tanks associated with former water treatment plant activities; and (2) a reported drainage pipe leading from the former water treatment plant to an unknown area. Business environmental concerns (BERs) were identified regarding the possible presence of asbestos-containing materials (ACM) and lead-based paint in the former water treatment plant. Recommendations to address RECs and BERs included a Phase II ESA and hazardous building materials survey. In July 2012, a Phase II ESA was performed on the property. Results of the Phase II ESA, including a survey of hazardous building materials, revealed asbestos-containing materials (ACM) in roofing of the former water treatment plant. In March 2024, an Analysis of Brownfields Cleanup Alternatives (ABCA) was performed for the property to provide alternative (options) for contamination cleanup for the Winnebago Tribe of Nebraska. The ABCA report recommended abatement of ACM in roofing materials prior to complete demolition of the former water treatment plant.
