Institutional and Engineering Controls

The Town does not own the property. It is unclear whether CT State Statutes would permit the Town as nonowner to conduct cleanup activities on the site in the interests of public health and welfare. It is, however, highly unlikely that the Town could procure funding for cleanup activities without taking ownership of the property. In this scenario, it is likely that institutional controls would be required.
