Additional Property Attributes

Thsi parcel was part of the Babbitt. Babbitt was constructed during World War II to provide housing for married civilian workers for the Naval Ammunition Plant, Hawthorne. During the period of 1940-1945, a total of 580 duplexes were constructed in the Babbitt area. There were 19 duplexes and 19 commercial buildings located on the Property. At the conclusion of the Korean Conflict, the Navy began disposing of whole blocks of vacant Babbitt housing units by selling the houses. The new owners were required to remove the structures from the site. By 1964, only 261 of the original 580 duplexes remained. In 1977, operation of Naval Ammunition Plant, Hawthorne, was transferred to the Department of the Army. In 1984, the Army Corps of Engineers began disposing of the remaining Babbitt housing units. Housing units were again sold and removed. The last occupant moved from Babbitt in June of 1987. Some of the buildings not suitable for sale were demolished this included the majority of the commercial buildings. The last buildings were removed in July, 1994. Each house had an underground storage tank used to store heating oil, was painted with lead base paint, and had asbestos containing building material. During the demolition work done in 1994 there was antidotal information that some building debris was buried. The Phase I and Phase II was able to document that there was no buried hazardous material. Now that the proerty has been cleared the County woul like to sell it as insterest in redevelopment is identified.

Former Use: The Property consists of vacant land in the northwest portion of the historical Babbitt area. The Property is approximately 11 acres. The approximate boundaries of the Property include Lexington Avenue, Sarstoga Avenue, Lexington Court, and Lexington Place. The Property is part of the former Babbitt Housing Area. The Property was developed with 84 duplexes. There was no evidence of any agricultural use of the Property. According to the "Environmental Assessment for the Transfer of Owners. Babbitt was constructed during World War II to provide housing for married civilian workers for the Naval Ammunition Plant, Hawthorne (Hawthorne Army Depot). During the period of 1940-1945, a total of 580 duplexes were constructed in the Babbitt area, 84 of those duplexes were located on the Property. The duplexes were rectangular (27 x 55 feet), one story, wood d, asbestos sided buildings set on concrete foundations. The buildings were topped with gabled roofs covered with asbestos shingles. In addition, twelve community buildings were constructed in the center of the complex. At the conclusion of the Korean Conflict, the Navy began disposing of whole blocks of vacant Babbitt housing units by selling the houses and the new owners were required to remove the structures from the site. The last occupant moved from Babbitt in June of 1987. Some of the buildings deemed not suitable for sale were demolished. This included the majority of the commercial buildings. The last buildings were removed in July, 1994. During the demolition work done in 1994 there was antidotal information that some building debris was buried in the Babbitt area.The Phase I and Phase II was able to document that there was no buried hazardous material. The County would like to sell the proeprty for redevelopment.
