Additional Property Attributes

This site was a petroleum bulk plant, operating from the 1930s through mid-1980s, and located along a former railroad. While the former structures and above ground storage tanks (ASTs) are now gone, the site still retains the concrete piers or 'saddles' that the USTs were on, and the site has become overgrown with weeds and voluntary trees. A non-responsible, private party owns the property, and has been willing to donate it to the Jones County Conservation Board (JCCB). JCCB owns the vacant railroad right-of-way that borders the site, and JCCB has developed a 21-mile recreational and bicycle trail on that right-of-way. JCCB would like to receive title to the site, in order to develop a trail-head park and interpretive kiosk to note the history of the former railroad that passed through there, known as "The Milwaukee Road". JCCB sought to conduct a due diligence process, and had begun with a Phase I; however, with RECs noted, JCCB asked the DNR to assist with a 128(a) funded Phase II. The Phase II noted only residual petroleum contamination in soils near the AST loading platform, and minor, dissolved petroleum contamination in groundwater. No contamination is off-site, and the residual contaminants do not pose a risk to human health or safety in consideration of the planned use as a park and kiosk location. No further regulatory action is recommended for the site.
