Additional Property Attributes

The site has been utilized as a school or for educational purposes since 1936. Portions of the site continue to be used for educational programs. Asbestos containing material ACM has been noted in the building. A heating oil UST is present on the site and sampling data does not indicate a release of petroleum has occurred. ACM and other hazardous building materials abated so as to provide best opportunity for reuse/redevelopment of buildings and property. On November 15, 2014, the High School buildings and one acre of the property was sold to Blue Mountain Custom Homes, Inc. with the intent of the buildings being renovated for use as individual office rentals. The remaining 3/4 acre of the property is to become the future site for the new Grant County Library. Design for the new library is underway.

Former Use: The Grant County Library Foundation (Foundation), a 501(c)3 non-profit organization acquired the 2.65 acre former Blue Mountain Junior High School property at 116 NW Bridge Street, John Day, Oregon in Grant County and located in the NE Quarter and NW Quarter of Section 26, Township 13 South, Range 31 East (Map Tax Lot Number 13S31E26BA-4900) on October 11, 2012, pursuant to obtaining liability protection as a bona fide prospective purchaser through completion of a Revised Phase One Environmental Site Assessment completed to ASTM Standard #E1527-05 and US EPA�s Federal Standard 40CFR Part 312 for �All Appropriate Inquiry.� . The property is zoned exempt and had been owned by the Grant County School District since 1907. The site had been utilized as a school or for educational purposes since 1936; however, the Blue Mountain Junior High School was vacated as a school in June 2002 and surplussed by the School District in May 2008. Portions of the site continue to be used for educational programs with the Kam Wah Chung Visitor Center. A County Resource Center is also located on the site. In 2009, the Foundation went through a process of identifying a location to site a new County Library - the current Library is too small, overcrowded and on a busy highway. The former Blue Mountain Junior High School property was selected because of its central location and ample parking. The Foundation negotiated a purchase and sale agreement in January 2012 with the School District to acquire the property for $30,000 with closing contingent upon securing financing sufficient to address environmental issues associated with the buildings on the property.
