Additional Property Attributes

A cursory summary of ESA findings is provided below. � The site is located at 712 S. Liberty in Cherryvale, Montgomery County, Kansas. The site is an approximate 2 acre tract of land that has been improved with two buildings associated with the former National Guard Armory and associated gravel drives. One of the structures appears to have been the primary structure for operations and the second structure was used for storage. At the time of the site visit the site was unoccupied. � During the site reconnaissance Terracon observed the site to be unoccupied. Evidence of previous vehicle maintenance activities was evident in south half of the facility. Stained pavement and a floor drain were noted in the maintenance area. The floor drain appeared to have been covered. Terracon also observed stained soil near the south door of the storage building. The staining appeared to be the result of a spill of an unknown material and absorbent material had been placed on it. Stressed vegetation was noted near the fence on the north side of the site. Apparent vehicle maintenance activities, the stained soil near the storage building, stained pavement and a covered floor drain in the maintenance area, and the apparent stressed vegetation located on the south property line constitute a REC to the site. � Based on review of the historical information, the site appears to have been undeveloped pasture land from approximately 1905 until the primary structure associated with the former Armory was constructed in 1955. According to historical interviews, the Armory operated at the site between at least 1955 and 2009. A variety of activities, including vehicle maintenance, were conducted at the site during the time. Historical vehicle maintenance activities at the site are considered to be a REC. � Liberty Street borders the site to the east followed by residential structures. A motel was noted north of the site. A bar called My Place was observed to the south of the site. An apparent construction company was identified to the west of the site. Several ASTs were noted at the construction company to the west. However, based on topographic gradient, this facility does not appear to represent a REC. No RECs were identified in connection with adjacent properties. � According to the regulatory database report, 6 KDHE LUSTs and 1 KDHE SHWS listings were identified within the search radii. However, these listings were determined not to represent RECs based on distance from the site, topographic gradient, and/or regulatory status. At the issuance of this report, the local government agencies had not responded to Terracon�s inquiries regarding environmental records for the site. The documented Phase I RECs were the primary basis for the Phase II procedures discussed herein. Additional details regarding previous Phase I findings are presented in the referenced Terracon Phase I Report. The primary Phase II ive was to assess extent of environmental impact and exposure risk associated with historical land use and pending redevelopment planning. More specifically, these efforts were implemented to evaluate soil and groundwater conditions throughout the subject site, with particular focus on the potential source areas identified through previous Phase I research through intrusive judgmental sampling, field screening, and quantitative laboratory testing. Based on validated analytical results and other qualitative findings, Terracon has developed the following conclusions and recommendations regarding Phase II activities and data, environmental conditions, and associated risks: 1. Phase II activities were performed consistent with the project PSAP revised May 13, 2010 and the quality assurance requirements outlined therein. Data validation findings generally indicate quality control eters within established data quality criteria and document laboratory data usable for project determinations and subsequent planning. 2.
