Additional Property Attributes

A Phase I Assessment was performed by AECOM prior to the City of Meriden acquiring the property. AECOM's Phase I included review of several previously prepared reports. This included a soil remediation report by ERL and a subsequent subsurface investigation prepared by GeoQuest in 2003. Recommendations in AECOM's 2009 Phase I ESA included completion of a Phase II ESA to evaluate current subsurface conditions. The city intends to conduct a Phase II ESA.

Former Use: This Site is comprised of 2.79-acres and consists of a vacant, approximately 72,473 square foot, brick office building as well as paved areas for parking. The building is a four story structure with no basement. The City of Meriden acquired the property in December of 2009. The most recent active former Site occupant was the Meriden Medical Center. The Site has been vacant since approximately 2000 and was previously occupied by several health care offices since the late 1970s. Prior to that time the Site was part of the former International Silver Company INSILCO, Factory H property, that directly adjoins the Site to the east and was reportedly used as offices. According to FEMA Flood Map No. 090081 0004C, dated November 20, 2000, the Site is located within the 100-year flood plain. In 1987 an environmental investigation on this property and the adjacent 85 Cooper Street property showed petroleum hydrocarbons, volatile organic compounds VOCs and lead present in soil. Lead concentrations in soils exceeded Extraction Procedure Toxicity E.P. Tox Lead United States Environmental Protection Agency USEPA Resource Conservation and Recovery Act RCRA regulations. The lead impacts were reportedly confined to two feet below the pavement. In August 1988 excavation activities were conducted. 1,204 cubic yards of non-hazardous soil and thirty-two truck loads of hazardous soil were removed. Of the 1,204 cubic yards of material, approximately ten cubic yards from Area 2 was impacted with petroleum. Confirmation samples were taken from each excavation area. Remediation activities were complete by January 1989 pursuant to a clean-up plan designed by ERL and approved by the Connecticut Department of Environmental Protection CTDEP. A 10,000 gallon underground heating oil UST is located outside the building, south of Wing C.
