Additional Property Attributes

A Phase I ESA was performed by AECOM prior to the City of Meriden acquiring the property. AECOM's Phase I included review of several previously prepared reports. This included a soil remediation report by ERL and a subsequent subsurface investigation prepared by GeoQuest in 2003. Recommendations in AECOM's 2009 Phase I ESA included completion of a Phase II ESA to evaluate current subsurface conditions. The city intends to conduct a Phase II ESA.

Former Use: The Site consists of one lot totaling approximately 0.33 acres. It is a vacant lot primarily surrounded by a chain linked fence and is entirely paved, however the pavement is in poor condition and overgrown with vegetation. There are no structures present on the Site. The Site was previously used as a parking lot by the former Meriden Medical Center located at 116 Cook Avenue and it has been vacant since the former Meriden Medical Center became unoccupied in approximately 2000. Prior to that, A former house and outbuilding were present on the Site from at least the 1940s to the late 1960s. The Site has been owned by Cook Avenue Realty, Inc. since 2004. The Site directly adjoins the former INSILCO, Factory H property to the east. According to FEMA Flood Map No. 090081 0004C, dated November 20, 2000, the Site is located within the 100-year flood plain. In 1987 an environmental investigation on this property and the adjacent 116 Cook Avenue property showed lead present in soil. Lead concentrations in soils exceeded Extraction Procedure Toxicity E.P. Tox Lead United States Environmental Protection Agency USEPA Resource Conservation and Recovery Act RCRA regulations. The lead impacts were reportedly identified to four feet below the pavement. In August 1988 excavation activities were conducted. A total of 404 cubic yards of non-hazardous soil was excavated from the Site. In addition, twenty truck loads of hazardous material was generated and transported off-Site. Remediation activities were complete by January 1989 pursuant to a clean-up plan designed by ERL and approved by the Connecticut Department of Environmental Protection CTDEP. In a 2003 GeoQuest Investigation VOCs and metals were reported in groundwater, however the concentrations did not exceed the applicable criteria.
