The survey is centered around the historically significant Lincoln Theater, a 600 seat 1950's era landmark which was purchased by the Louisiana Black History Hall of Fame in March 2009. The survey's target area is the subject of redevelopment planning by the Center for Planning Excellence and the East Baton Rouge Redevelopment Authority. There is an interest to acquire several properties in the study area. The survey was intended to utilize a "broad" scope approach to identify properties, within this large area of redevelopment interest, that have the greatest potential to have environmental conditions which may complicate their expansion, redevelopment and/or reuse. The vicinity survey identified 15 properties with potential environental conditions warranting further investigation. The results of the survey will be used to prioritize areas for redevelopment and identify areas where more focused environmental assessments are warranted prior to redevelopment.

Former Use: Multiple properties within the survey vicinity in various stages of use and conditions. The area was once a prosperous historically black community, which has since experienced disinvestment and abandonment in general.
