54 Osgood Street is municipally owned property through tax title, taken in December 2002) It was site of Precise Circuit Tech, a plating company in operation from 1974 to 1994. The business was destroyed by fire in Jan. 1994, at which time MassDEP performed the initial containment and removal activitiies as part of and Immediate Response Action. The City used public funds to demolish the building remains and the parcel has remained vacant and blighted since the 1990s. With $45,000 in financial assistance of deferred loan from the Merrimack Valley Economic Development Corporation, the City conducted a hazardous material site investigtation completed in Oct. 2011. The Phase II CSA identified metals (arsenic and lead) in the soil. The CSA recommended an Activity and Use Limitation to achieve regulatory closure of the site under the Massachusetts Contingency Plan. The $18,900 in Merrimack Valley RLF funding awarded in May 2013 is used to prepare an AUL to enable regulatatory closure of the site in preparation for property redevelopment in accord with the City's plan for downtown area revitalization.
