Additional Property Attributes

The abandoned Elim Old AVEC tank farm was noted as containing nine vertical aboveground storage tanks. The site also contains a power plant and several 55-gallon fuel drums and other small containers. The tanks rest on a wooden platform within a "lined" area. Given the history of the site, potential contaminants at the site include PCBs, chlorinated solvents, and metals. The work completed in 2009 recommended excavation of limited soil contamination. A targeted soil investigation is also recommended of the buried fuel line. The RECs identified in the Contaminants & Media Affected Information section were listed as potential contaminants because of various containers of product found on-site and past activities at the site found during the present site investigation. During 2001, two samples were collected approximately 30 feet east of the tank farm fence which was non-detect for diesel range organics DRO and on the east side of the tank farm 30 feet north of its southeast corner and approximately 3 feet east of the fence, contained DRO at concentration of 212 milligrams per kilogram. These samples indicate that soil contamination is present. The sample locations may not be biased where contamination would be expected. Also, during this site investigation, a stained soil area approximately 3 feet wide by 4 feet in length was observed.

Former Use: The former Old AVEC tank farm in Elim consists of nine vertical aboveground storage tanks, a power plant, and several 55-gallon fuel drums and other small containers within a fenced area. The tanks rested on a wooden platform within a "lined" area. This land was in Reservation Status prior to the creation of the Elim Native Corporation. The Bureau of Indian Affairs issued a Site use permit in 1970 to the Alaska Village Electric Cooperative AVEC for the purpose of building and operating a power plant to provide electricity for Elim. All three parties have some legal jurisdiction regarding the Old AVEC tank farm but the land on which the plant occupies will be Elim Native Corporation land once the clean up issues have been dealt with in a manner consistent with current environmental regulations.
