Additional Property Attributes

POBT Zone 3, Property 10, Coal Dock consists of 0.5 acres located in BNSF Railway Company's Right-of-Way and running parallel to the Pend d�Oreille Bay Trail (POBT) is located in northern Idaho�s Bonner County (population 40,700), and includes the cities of Sandpoint, Ponderay, and Kootenai. Starting in the mid-1960s, the U. S. Army Corps of Engineers installed rip rap along the project�s shoreline to protect the railroad grade from flooding and erosion, which created a rudimentary shoreline trail that locals began to use. In 2009, a coalition consisting of IDEQ, Bonner County, Sandpoint, Ponderay, and Kootenai was awarded a $650,000 Brownfields Coalition Assessment Grant by the EPA. Under the grant, IDEQ completed Phase I�s on 19 properties, Phase IIs on 11 properties and ABCA�s on 2 properties. The final project is envisioned as a 2-mile trail with 20acre municipal park system connecting three shoreline communities� Sandpoint, Ponderay and Kootenai�to each other and to nearby neighborhoods in Bonner County. IDEQ did not receive site access from BNSF Railway Company to conduct a Phase II ESA on POBT Zone 3 Property 9 Coal Dock BNSF Railway Co.Right-of-Way. IDEQ was able to still utilize $11531 from Cooperative Agreement # 2B00J03410 via the EPA Coalition Assessment Grant for certain aspects related to the overall Pend d�Oreille Bay Trail Plan including a Phase I ESA and planning components. Redevelopment Leveraged Funds totaled $11533 (these numbers are amounts that were split among the multiple POBT properties).

Former Use: POBT Zone 3, Property 10, Coal Dock, BNSF Railway Co., Right-of-Way is a 0.5 acre portion of the former Northern Pacific Railroad Ponderay Coal Dock Site located on this property and built in 1905. The coal dock was a six-story coal tower located over the top of both NPRR mainlines. As many as eight railcars loaded with coal were left at a rail-siding and cabled to the top of a large pile of fill dirt where the coal was dumped onto a metal-grated deck. Workers would then break apart the coal with sledge hammers forcing the coal to through the metal grating into a coal pit where the coal was loaded onto small hopper cars and cabled to the top of the six-story coal tower. In 1957, NPRR attempted to remove the old coal dock. Dynamite was placed at the base of two of the four large legs and the old dock was supposed to topple over and with a few quick strokes of the shovel the tracks would be clear for business. There was a loud explosion and the dock was covered with ash, dust, and smoke. When all this cleared away the building was still over the tracks but had just sat down. NPRR then hired a local man, Lacey Keaton, experienced in explosives and bulldozer operation, to clear the debris off the tracks using explosives and bulldozer. The Northern Pacific Rail Line was originally granted ownership of this property with the 2nd authorization of the Land Act on July 2, 1864. In 1970, Burlington Northern Railroad acquired Northern Pacific Rail Line�s assets. On 06/01/1997, BNSF Railway Company leased this ROW (Lease # 500.987) to Robert R. Hall, 536 S. Ella Ave., Sandpoint, ID 83864. On May 31, 2016, the City of Ponderay, Idaho acquired this lease from Mr. Robert Hall for future Pend dOreille Bay Trail expansion. Currently, the City is negotiating for long-term permanent access and/or ownership of this property.Once the ownership/long-term lease occurs, IDEQ will complete a Phase II site assessment on this 0.5 acre property as a potential public undercrossing location.
