Dana Martin, owner of this parcel, brownfields assessment is supported by the Pend d?Oreille Bay Trail POBT Brownfields Assessment Coalition Coalition which includes DEQ and the Cities of Ponderay, Sandpoint, Kootenai, and Bonner County. This assessment is critical because it will answer the question of what, if any, remaining environmental conditions exist from the former Panhandle Smelting and Refinery Company PSRC aka Black Rock Site on this parcel.

Former Use: Originally conceived in 1902 as a lead and silver smelter for local mines, construction didn?t begin until 1904. Lead production continued until July 1907. After a retrofit with larger furnaces and other equipment, the smelter started back up on October 20, 1908 and ran sporadically through March, 1909. A foreclosure sale was held on May 2, 1913 on the property and other assets belonging to the now defunct PSRC. This was followed by another judgment sale of property and assets in 1922. Plans were made then to re-open the smelter but this never happened. By December 1922, salvage crews had dismantled the plant and scrapped all salvageable materials. With the exception of the structures and other equipment, there does not appear to have been any other removal activities on this site. Preliminary assessments conducted by both the U. S. Army Corps of Engineers COE and DEQ indicate elevated levels of lead in the soils associated with camp sites, elevated levels of lead and zinc in the slag dump, and ten 10 other metals found present at the site in levels exceeding the Idaho Default Target Levels. For many decades, since the closing of PSRC, residents have been walking across heavy metals to get to the lakeshore. Adults who grew up 40 to 70 years ago in Ponderay recall playing at the Black Rock slag heap as children and bringing home chunks of lead that they made into toys. Today, numerous hikers, joggers, bike riders, bird watchers and children use the corridor trail to play, exercise, take a stroll or gain access to the lake?and in doing so they walk across contaminated ground. No motorized access is currently available due to railroad easement restrictions.
