Additional Property Attributes

POBT Zone 4, Property 14, PSRC, Tax 91 is located on the former Panhandle Smelting and Refinery Company property. The PSRC facility was built in 1904 as a lead/silver smelter for local mines and the first ingots were poured on June 12, 1907. Production continued until legal action stopped the smelter in July 1907. After a retrofit with larger furnaces and other equipment, the smelter started back up on October 20, 1908, and ran sporadically through March 1909. Salvage crews dismantled the plant and scrapped all salvageable materials in December 1922. Not much remains today, except crumbling foundation walls, brick piles, ore and waste piles, and a large outcrop of smelter slag - locally known as �Black Rock.� Because of past smelting activities, the soil in this area contains high levels of lead and other metals which present potential human health impacts associated with metals contamination of soils, unprocessed ore and smelter slag. Under the POBT Brownfields Assessment Coalition Grant, IDEQ�s contractors completed Phase I ESAs on the five POBT Zones and the 19 properties identified in EPA Site Eligibility documents in 2010 and 2011.In November 2011, IDEQ�s contractor conducted an Extended Phase II ESA and risk assessment on Properties 11, 12, 13, and 14 (no access was secured for Property 15 (BNSF ROW). Findings of this assessment identified that soils across a portion of Property 11 and 14 contained heavy metals (primarily lead) at concentrations exceeding Idaho Initial Default Target Levels (IDTL) and Residential Use Screening Levels (RUSLs). In May 2012, IDEQ�s contractors completed a supplemental Phase II waste characterization and groundwater investigation on Properties 11 and 14. Quantities of waste piles that would need to be remediated were determined. Groundwater results were found to be below IDTLs. Based on information from these investigations, Property 11 and 14 have soil metals concentration that exceed risk based standards. In order to address the risk associated with metals, IDEQ is requesting an analysis of brownfields cleanup alternatives (ABCA) to evaluate and cost potential cleanup scenarios. IDEQ�s contractor will develop an �interim� analysis of ABCA that will serve as a �stop-gap� focusing on public awareness, temporary signage of PSRC, and more extensive signage. The contractor will identify and provide preliminary planning level cost estimates for multiple remediation alternatives necessary to safely and effectively address the contaminants of concern.
