Additional Property Attributes

The Property is currently owned by the City of Warren and is known as the Warren City Gasification Plant. The site has also been known throughout its history as Warren Gaslight, Warren Gas Light Company, Warren Gas Works, Trumbull Public Service Company Gas Plant, The Ohio Public Service Company Gas Plant and The Ohio Scrap Iron Company. There are currently no buildings on the Property, aerial photographs and topographic maps show buildings on the Property as late as 1994, but none appear on subsequent maps. The Property is currently vacant, and is being used for illegal dumping. The western property boundary slopes down towards the Mahoning River, which runs from north to south adjacent to the Property. A chain-link fence runs from the river to approximately half the distance to Main Avenue along the southern property boundary next to the Baltimore and Ohio Railroad tracks. Ohio EPA documentation and historic Sanborn maps indicate the presence of the former Pennsylvania and Ohio P&O Canal on the southwest corner of the Property. The canal was reportedly filled in the early 1900s.

Former Use: The chain-of-ownership documentation received from Environmental Data Resources, Inc. EDR is presented in Appendix B. EDR�s report states the City of Warren has owned the Property since 1920. However, deeds provided by Ohio EPA show the City obtaining the title to the property in 1995 and that several other entities owned the property between 1920 and 1995. The Property is currently vacant, but has a known industrial history dating back to the late 1800s. The Property was initially used as the site of a coal gasification plant to produce gas for lighting and heat. Ohio EPA documents and historical Sanborn maps indicate an incinerator, ammonia well, and storage piles of coke, coal, and coal tar were present on the Property. The gas plant was operated at times by Warren Gas Works, Warren Gas Light Company, Trumbull Public Service Company Gas Plant, and the Ohio Fuel Gas Company. The gas plant was closed in 1933. After the gasification plant�s closure, the Property became an iron scrap yard run by the Ohio Scrap Iron Company and the Fierer-Gordon Corporation. The City of Warren obtained the title to the property in 1995. There are currently no buildings on the Property, aerial photographs and topographic maps show buildings on the Property as late as 1994, but none appear on subsequent maps. The Property is currently vacant, and is being used for illegal dumping.
