Additional Property Attributes

Former Use: The property is was formerly a municipal landfill and then a construction debris landfill. Phase I and II as well as supplemental assessments were conducted at the site during July 1999 through October 2001. A January 28, 2002 letter from Florida Department of Environmental Protection to the owner stated that contaminant assessment was complete and that the recommendation of No Further Action with Institutional Controls was reasonable. The Institutional Controls were 1) restriction of the property to commercial or light industrial use and , 2) the prohibition of using site groundwater for any purpose. On February 25 and 26 approximately 500 tons of soil contaminated with arsenic above FDEP SCTL�s for commercial purposed (3.7mg/kg) were excavated from the site. The contaminated soil was disposed of as a special waste at the Perdido Landfill, Escambia County, Florida. The excavation was filled and brought to grade with clean soil. The Source Removal Report was submitted to FDEP in March 20, 2002. The Herman Street Advisory Committee held a meeting on March 27, 2002 to finalize the process for Site Rehabilitation Completion Order (SRCO). FDEP issued a SRCO on July 1, 2002. The property sold in May 2004 for $235,000. The purchasers are a development company Development Order approved by the DRC. Construction for a distribution warehouse was completed at a cost of $724,000. Initial screening, Phase I, Phase II and contamination assessment were completed using EPA Pilot Program funds of $109,401.35. An EPA approved Quality Assurance Project Plan was followed at the property. Two supplemental assessments have been completed using CDBG funds. The Herman Street property had 500 tons of soil excavates during February 2002 using CDBG funds. Total CDBG funds utilized $121,158.48. (PPF-5/7/07)
