Property Highlights

It is the intent to redevelop this site for outdoor performance. The site abuts the Mississippi River and a state and national historic landmark.

Former Use: National Decorated Metal Company used the property from 1946 until 1964 for metal fabrication and metal finishing/painting. The property on the west side of the railroad tracks was in industrial use by 1917. The property on the east side of the tracks was in industrial use by at least the 1930�s. The facility closed in 1964. Wastewater from the manufacturing facility was discharged into two lagoons located on the west side of the tracks. Wastewater was neutralized and solids settled out in the first lagoon. The residual wastewater seeped into the Mississippi River from the second lagoon. A site investigation was initiated in 1983 due to the new RCRA regulations and reporting requirements. Sludge, soil, and groundwater that were contaminated with oil, grease, and metals were encountered in the lagoon area. The lagoon area was capped and archived by the EPA in 1985. Groundwater monitoring continued through 1994. The Wisconsin Department of Natural Resources closed the site with a deed restriction in 1995. The restriction requires proper cap maintenance and proper management of materials in the lagoon area if they are disturbed. The site is identified on the CERCLA-NFRAP and WI ERP databases.
