Additional Property Attributes

This property is included in the East Billings Urban Renewal District, which is the grantee, Big Sky Economic Development Authority's BSEDA, and the City of Billings' effort to proactively address economic stagnation issues in the area east and adjacent to Downtown Billings. In addition, the East Billings Urban Renewal District will help implement the recommendations in the 1997 Downtown Billings work Plan. Grantee has no other relationship with the owner, other than the property being situated within the District's footprint.

Former Use: 2018 4th Avenue North and 2023 3rd Avenue North are believed to have been vacant lots. A LUST site located north of the subject property at 2111 4th Avenue North is currently listed as �high priority� and groundwater flow direction is assumed to be south and east across the site which would put the subject properties downgradient in terms of groundwater contamination. This site JEM North has received approval from MDEQ Stephanie Wallace with EPA confirmed during a call on October 12, 2010 that she received a copy of the MDEQ approval letter dated October 5, 2010. This property is included in the East Billings Urban Renewal District, which is the grantee, BSEDA, and the City of Billings� effort to proactively address economic stagnation issues in the area east and adjacent to Downtown Billings. Correspondence with the MDEQ indicated that a used oil release was discovered at the property located at 2030 4th Avenue North on February 26, 1992. A No Further Corrective Action Letter was issued in 1993 from the State of Montana however, it indicated that �groundwater analyses do indicate that residual petroleum contamination continues to be present at the site but does not appear to be a threat to human health or the environment.� Gasoline Range Organics, ethyl benzene, total petroleum hydrocarbons diesel and gasoline, and lead were found in a downgradient well. Groundwater is expected to flow east northeast across the site. 2018 4th Avenue North and 2023 3rd Avenue North are both vacant lots with potential for future development. Given the documented presence of some level of residual impacts, and the importance of perceived impacts as a constraint to development or redevelopment of a property, resolving uncertainties in environmental conditions would be consistent with the ives of the Brownfields program. Hopefully, an assessment of this property would be able to confirm that conditions remain protective of human health and the environment.
