Additional Property Attributes

A review of a LBP Inspection Report of the main structure located on the subject property revealed the presence of LBP on the exterior of the main structure. Because of the weatherized condition of the LBP paint on portions of the exterior of the main structure, soil samples be collected along the drip line and perimeter of areas with paint weatherization and analyzed for the presence of lead. On June 17, 2011. Field investigation work consisted of driving four hand-installed borings to depths ranging from 8 to 14 inches below ground surface (bgs) to assess the horizontal extent of lead above State of Arizona Soil Remediation Levels (SRLs). AThe information from the analytical report showed that lead was not present in the four samples above the analytical method detection limits (MDLs). An additional Phase II field investigation was completed to address the deviations from the approved Sampling and Analysis Plan (SAP) that occurred when conducting the Phase II field investigation on June 17, 2011. Specifically, the contractor was unable to conduct all sampling activities during the initial Phase II field investigation because the majority of the site was covered with asphalt; therefore only four samples, located on the west side of the building, were collected. On November 15, 2011, nine additional borings were installed to a depth of 18 inches bgs in areas of the courtyard that were formerly covered with asphalt. Samples were collected from the bottoms of these borings to assess the horizontal extent of lead above State of Arizona SRLs. The information from the analytical report showed that lead was present in all nine samples at concentrations above the MDLs; however, lead concentrations in these samples were below the State of Arizona SRLs. Based on the results it was concluded that additional soil sampling is not required and no recognized environmental conditions (RECs) exist at the site.

Former Use: The subject property covers approximately 2.96 acres and contains two structures. The larger structure consists of four structures that are connected by covered hallways and was used as an auxiliary building for the Curley School complex to the northeast. Construction of main structure began in the 1930s and was completed in the late 1940s. The main structure contains sixteen classrooms, six utility rooms, and four restrooms. The sixteen classrooms are currently being used as workrooms for artists, for storage, or are in a state of disrepair that keeps them from being used at this time. Additionally, the southern portion of the property contains a community garden that is enclosed to the south by a chain-link fence.
