Additional Property Attributes

The D and H Manufacturing Facility is located within the city's Sheridan-Kenton Industrial Redevelopment Corridor, a corridor prime for redevelopment. The city, through the combination of purchase from the former owner and eminent domain, gained control of the property. The State of Ohio provided $1.9 million in Clean Ohio Revitalization Funding to address asbestos abatement, demolition, and soil remediation. In addition, Clean Ohio Funds were used to close RCRA and TSCA sites at the property. US EPA Brownfield Cleanup Revolving Loan funds were also used to address soil contamination and assisted with the match commitment required for Clean Ohio Funding. The city also provided local economic development funds to assist with the cost of cleanup at the property. Today, the property is cleared of all structures, the RCRA and TSCA sites are closed, and soil remediation has been conducted. The city will submit a No Further Action Letter to Ohio EPA under the VAP/MOA track early in 2007. A subsequent Covenant Not to Sue will be requested from the Director of Ohio EPA and the property will be marketed for light industrial use. Interest has been shown in the property already; however, until the covenant is received, an end user is not willing to purchase the land or enter into a contract with the city. Former Use: Manufacturing shelves and racks. The City of Springfield purchased the property for $1,000 after negotiating with the previous property owner, Dixon Enterprises. Previously, the property had been used since the late 1800s as a heavy industrial and manufacturing facility. Originally developed as the Kelly truck corporation and then transitioning to the Bauer Brothers Manufacturing facility, operations focused on the plating of metal parts.
