Additional Property Attributes

Environmental assessments conducted only on Lots 16E, 16F, 17 and 18. Metals As, Ba, Cd, Cr, Cu, Pb, Ni, Hg, Ag, Va, Zn found in site soil but only metals to exceed soil RSRs were arsenic and lead. Only the phenanthrene, zinc and arsenic exceeded SWPC in site GW. ETPH, VOC and SVOC RSR exceedances also found in soil related to historic industrial activities and historical filling activities. Data analysis and report preparation for Phase II investigation of Lots 16E, 16F and 18 are still underway. City is exploring possiblities to return the property to active use.

Former Use: The complex is in an area of mixed residential and light-industrial land uses and consists of approximately 21.5 acres on the west bank of the Pequonnock River. The complex is zoned I-LI Industrial/Light Industrial and consists of 14 lots totaling 795,000 square feet, as well as a paved common area for parking. The site topography slopes from west to east from approximately 25 feet above sea level to approximately sea level at the Pequonnock River. A portion of the property, including Lot 18, appears to be located within the 100-year flood plain. The former site occupant was the Bridgeport Brass Company which developed the site in the 1930s. Site uses included rolling mills with annealing furnaces and storage space Lot 16 F and lab and office space Lots 16E and 18. After closing in 1983, the site was purchased by BEZ, Inc. in 1987 and converted into an industrial condominium complex. BEZ, Inc. operating as Hi-Ho Industrial Condominium eventually sold the lots to various owners, some of which are still currently in use, while Lots 16E, 16F, and 18 were acquired by the City of Bridgeport by foreclosure in July 2007. Environmental investigations on Lots 16E, 16F, 17, and 18 and the industrial complex common areas have shown slag and coal ash fill is present over much of the site. Soil showed several RSR exceedances for VOCS, SVOCs, ETPH, lead and arsenic in soil. Arsenic, zinc and phenanthrene were found to exceed SWPC in groundwater.
