Additional Property Attributes

In November 2010, initial Phase II activities included tank cleaning, contents disposal and demolition of aboveground storage tanks (AST�s) Nos. 10, 11, 15, 24, 104, and 110, and associated piping racks. The tanks, which ranged in size from 10,000 to 1,500,000-gallon capacity, were formerly used to store various petroleum-based products from heavier asphaltic mixtures and bunker C fuel oil to lighter grade petroleum products (such as # 2 fuel oil). Concurrent with the tank demolition activities, asbestos abatement of Tanks No. 11 and 104 and associated piping racks was conducted. In June and July 2012, the six (6) remaining ASTs (Nos. #9, 9A, 21, 24, 62, and 109) were removed and recycled for access of supplmentan Site Accesssment activities. An ABCA/Water Level Evaluation was conducted on the stormwater impoundment in July 2012 to determine whether lowering of the control structure would allow for redevelopment of the eastern portion of the site. The report determined that lowering of the structure would allow for reuse of the eastern portion of the site; however, sustaintial amounts of fill material would be needed to bring the site to the required elevation prior to construction. Successful project in terms of the approach and amount of steel and residual asphalt material recycled. One of only 10 RePowering of America's Land grants for technical assistance awarded. First approved request to exceed 200,000 spending cap per site awarded in EPA Region IV.

Former Use: The City of St. Marks was home to the only oil refinery in the state for nearly 50 years.It produced jet fuell and deisel oil. The refinery was shut down in 2001. FDEP took over the site in 2003 and spent over 20 million dollars to remove processing equipment, excavation and remediation of the site.In 2009, the property was donated to the City through the Federal Bankrupcy Court. The City of St. Marks remains the owner of the site.
